Strengthening Legal Protections and Civic Participation for Non-Majority Communities in Kosovo



This project seeks to address existing legal and participatory gaps affecting Kosovo's non-majority communities. By enhancing legislation, policies, and public engagement, it aims to build a more inclusive, equitable society where the rights and interests of non-majority groups are recognized and protected.

This project seeks to address existing legal and participatory gaps affecting Kosovo's non-majority communities. By enhancing legislation, policies, and public engagement, it aims to build a more inclusive, equitable society where the rights and interests of non-majority groups are recognized and protected.

Objectives

  1. Identify and close gaps in current legislation and policies to improve protections for non-majority communities, aligning them with international human rights standards.
  2. Promote active involvement of non-majority communities in the policymaking process via Kosovo’s public consultation platform.

Key Activities

  1. Review of Existing Legislation: Conduct a detailed analysis of current laws impacting non-majority communities, identifying areas for improvement. A report with recommendations will be produced.
  2. Policy and By-Law Revision: Analyze policies and by-laws affecting non-majority communities, creating a recommendations report to enhance inclusivity and protect rights.
  3. Working Group Formation: Establish a multi-stakeholder working group representing government institutions and non-majority communities to discuss and refine recommendations.
  4. Promotion of Public Consultation Platform: Raise awareness among non-majority communities through social media, podcasts, and community meetings, encouraging active participation in legislative processes.
