Promoting Interethnic Dialogue in Local Government 2023

Through NED support, Advocacy Center for Democratic Culture (ACDC) will:

  • Conduct a survey to gauge the perception of interethnic cooperation amongst Zvecan’s minority groups.
  • Convene four focus groups with the Serb, Albanian, Bosniak, and other communities within the municipality of Zvecan to determine their stances on inter-ethnic cooperation.
  • Publish a comprehensive report detailing the findings from the focus groups and survey results.
  • Implement six trainings on project management and advocacy for members of the Communities Committee, civil society organizations, and municipal representatives.
  • Develop the Communities Committee’s local action plan for Zvecan to enhance the capacities of and propose measures to empower the Committee.
  • Facilitate eight meetings between community leaders and local civil society organizations within North Mitrovica and Zvecan. The organization will support the develop four small-scale project initiatives, two in Zvecan, one in North Mitrovica, and one joint initiative.
  • Host two public conferences for community leaders, municipal representatives, civil society, and media organizations.
  • Promote awareness of the local Communities Committees to the public through broadcast, print, and online media.
  • Conduct a three-day training with Community Committee members from North Mitrovica and Zvecan on the establishment on informal mechanism for cooperation between the various committees of northern Kosovo. Two study visits will be organized to successful Community Committees in Peja and Prizren to facilitate knowledge sharing and best practices.

Objective: To promote good inter-ethnic relations in local government in northern Kosovo.

  • ACDC will track the number and disposition of citizens reached through the surveys and focus groups, and other public outreach. The number of citizens participating in the survey, focus groups, and their positive feedback, will be indicators of success.
  • ACDC will track any response from municipal, other government institutions, and individuals to the project’s activities, including its trainings, research findings, and recommendations.
  • ACDC will track the broadcast, print, and online media coverage of project activities. The number of media reports and references to project events will be an indicator of success.
