Supporting Judiciary Mediating Access to Justice in Mitrovica Region

“Supporting Judiciary &Mediating Access to Justice in Mitrovica Region”

Within the justice system in Kosovo, Mitrovica Basic Court presents one of the judicial institutions that is confronted with significant challenges in this ‘'department'' (of human resource management and staff capacity building) in large due to the recent integration of judiciary, but also due to new technology wave, and up-to-date skills and competencies.

Therefore, this project component tackles one of the key challenges faced by Mitrovica Basic Court, which is human resource management and capacity building of the existing human resources within the Court departments. To address these challenges and with the purpose of improving the services of Mitrovica Basic Court & further allowing better transparency and efficiency of the court, ACDC intends to support the development of basic court capacities and to work on the capacity building of this judicial institution's human resources

Overall project goal:

To increase accountability and transparency of the Mitrovica Basic Court by building the capacities ofthe court employees&to enhance ADRC’s mediation casework consequently access to justice through mediation.

Project objectives:

To increase transparency and accountability and promote these values within the court departments and among citizens thorough awareness raising and capacity building.

  • To improve efficiency of court administration through training program and exchange of knowledge and experience of court officers from the Basic Court of Mitrovica and the Basic Court of Pristina.
  • To educate citizens in northern Kosovo on the integration of the judiciary and raise their awareness on the functioning of the Kosovo justice system.

 

As a result of good cooperation ACDC have signed the sub-grant agreement with Alternative Dispute Resolution Center – Mediation Center Mitrovica (ADRC - MCM) in which throgh the NED support ACDC and ADRC will achive actvities:

  • To suistain & enhance the capacities of the ADRC to respond more efficiently to the surge of cases referred by the integrated justice institutions in Mitrovica, which would contribute to a higher decrease of backlog cases & prevention of new cases to enter judicial proceedings.
  • To susistain the current number of cases that are processed/enter mediation (average number of 30 cases per month) if the current number of case – referal to ADRC continues.
  • To handle a number of 360 cases involving at least 720 parties during the project implementation period if the current number of case – referal to ADRC continues.

The realization of the project started on October 1, 2018 and will be implemented by September 30, 2019.
