Civil Society Halts Cooperation with EULEX Until It Issues a Statement on the Unlawful Arrest and Beating of Miloš Subotić



We, the undersigned civil society organizations, strongly condemn the unlawful detention and subsequent beating by Kosovo police officers of Miloš Subotić, a respected citizen of North Mitrovica, a father, and a husband. His arrest and assault represent yet another in a series of illegal actions by members of the Kosovo Police in Region North, highlighting the unprofessionalism and bias of purported law enforcement representatives toward citizens.

The continued silence of EULEX's local police advisors and the entire mission regarding the pattern of unlawful police actions is unacceptable. We, therefore, demand that this mission immediately halt its practice of withholding public findings on police conduct and, moving forward, issue statements on all contentious cases or, alternatively, fully suspend its alleged monitoring of police activities. The undersigned organizations will issue statements daily until EULEX provides an assessment of police conduct in the case of Miloš Subotić. Furthermore, we are ceasing all forms of cooperation and meetings with this mission until it provides its assessment of the actions of the Kosovo Police and special forces in the north.

Simultaneously, we demand that the Kosovo Police Inspectorate initiate a broader investigation into the overall operations of the North Region, this individual case, and all previous incidents involving Kosovo police officers, in uniform or plainclothes.

Finally, we call on the Ombudsperson Institution to launch an ex officio investigation into the state of fundamental civil liberties in the municipalities in North Kosovo.
