The local election observation coalition "Democracy in Action," welcomes the recent decision by the President of the country to set February 9 next year as the date for the parliamentary elections. This decision also marks a positive step toward ensuring the fulfillment of the full constitutional mandate of the Assembly of Kosovo, following the termination of all previous legislative bodies' mandates due to snap elections.
As an observation mission, aiming to promote transparency and increase public trust in the electoral process, "Democracy in Action" will actively monitor all phases of the electoral process. Our comprehensive observation will cover election day – through field observers according to the PVT methodology; the entire vote-counting process, the resolution of electoral complaints, as well as the campaign period. This includes monitoring the progress of the election campaign, tracking political financing, identifying fake news and inflammatory language during the campaign, and monitoring the media to measure the space they provide to political entities, including female candidates during the campaign.
It is expected that this electoral process will bring many new aspects, stemming from recent changes in electoral legislation, including an increase in the preferential vote from five to 10 candidates, the counting of candidates' votes in municipal counting centers, as well as new opportunities for voting for those living abroad.
Given the importance of these changes, we call on the Central Election Commission to launch intensive voter information and education campaigns. We also urge political parties and their candidates to take on a more proactive role in informing voters about the new changes.
"Democracy in Action" remains committed to contributing to a transparent, fair, and inclusive electoral process and will continue to work on supporting and promoting democratic principles during this electoral period.
