In 1999, the General Assembly of UNESCO proclaimed February 21 as Mother Language Day, which is celebrated every year to promote linguistic and cultural diversity, and multilingualism, but also to raise awareness of the importance of the mother tongue and communicative competence.

Language is the basic and the most powerful means of communication, a tool that serves mutual understanding and dialogue. The right to use the mother tongue is one of the fundamental human rights. The mother tongue is part of the cultural identity of the people, a point of recognition, diversity, tolerance and understanding. By affirming International Mother Language Day, we empasize linguistic diversity. By nurturing it, we preserve the cultural traditions of the people and develop a culture of listening, communication, and opinion.
