In absence to a response to our call regarding the case of police torture against our fellow citizen, Milos Subotic, we are again urging the European Union Rule of Law Mission (EULEX) to inform the public about the steps it has taken to establish accountability for the inhumane treatment and torture in this and other recent cases witnessed in northern Kosovo.
We remind EULEX that its mandate includes monitoring Kosovo institutions in cases related to human rights violations. The right to protection from police torture is enshrined in the Universal Declaration of Human Rights and many other international conventions, making EULEX’s responsibility in these cases undeniable.
By failing to act and calculating its response, EULEX’s oversight of Kosovo institutions' rule of law practices contributes significantly to the encouragement and institutionalization of impunity policies, granting immunity to individuals and groups within the Kosovo police for excessive force against Kosovo Serbs.
Through its silence, EULEX is becoming an accomplice in this pattern of abuse.
