Roundtable on the Civil Status Registration Process in North Mitrovica



As part of the project implemented by NGO ACDC with the aim of promoting human rights and enhancing cooperation between institutions and civil society, a roundtable discussion dedicated to the civil status registration process was organized on February 26, 2025, at the Civic Energy Center (CEC) in North Mitrovica.

The discussion was focused on current issues and challenges faced by citizens in the context of the recently adopted decision by the Ministry of Internal Affairs of Kosovo, which facilitates the registration of civil status for citizens whose data were previously recorded in Serbian institutions, during the period from February 1 to April 30, 2025.

A large number of citizens, representatives of civil society and international organizations, as well as representatives of institutions, including the Civil Registration Agency, the Ombudsperson Institution, and the Kosovo Police for the North region, attended the discussion.

The panelists at this event were:

  • Mr. Niman Hajdari, Deputy Ombudsperson of Kosovo
  • Mr. Blerim Camaj, General Director of the Civil Registration Agency
  • Mr. Veton Elshani, Deputy Director of the Police for the North Kosovo region
  • Mr. Aleksandar Rapajić, Program Director of NGO ACDC

The discussion allowed citizens to directly ask questions to representatives of relevant institutions and raise a number of issues regarding the registration of civil status data in the Central Civil Status Registry, and then receive answers to those questions.

During the discussion, the existence of appeal mechanisms in case of registration refusal was highlighted – both through the Civil Registration Agency and the Ombudsperson Institution.

The Deputy Ombudsperson of Kosovo, Mr. Niman Hajdari, who attended the discussion, stated that no complaints have been received so far regarding this process but emphasized that the two Ombudsperson Institution offices in northern Kosovo are available to citizens. He also highlighted the need for this issue to be taken seriously and for institutions to be fully committed to facilitating the registration process for citizens in accordance with the law.
